If you are a Veteran with an honorable discharge you may be eligible for one of the following exemptions:
Alternative Veterans Exemption (form RP-458-a)- available only on residential property of a veteran who has served during a designated time of war or received an expeditionary medal.
Cold War Veterans Exemption (form RP-458-b) – available only on residential property of a veteran who served during the Cold War period.
Eligible Funds Exemption (form RP-458) – provides a partial exemption. Applies to property that a veteran or certain other designated person purchase. Such owners must purchase the property with pension, bonus, or insurance monies.
How to Request an Exemption:
Eligible Veterans must submit the initial exemption application form with all necessary documentation to the assessors. The deadline for filing for a Veterans’ Exemption is March 1st, 2018 for the 2018-2019 Assessment Roll. For additional details, including filing deadlines and applications, please contact your local tax assessor’s office.

Data collectors are currently working on updating property record cards for Town of Fowler as mandated by NYS Office of Real Property.

Assessment Review Board
There are three seats on the Board of Assessment Review. Currently, the Chairman is Donna Brown. Other members are George Erdman Jr., and Candy Brown. The Board of Assessment Review holds Grievance Day on the fourth Tuesday of May from 4:00 P.M. to 8:00 P.M. at the Fowler Town Hall.
Residents who disagree with their assessment are urged to meet with the Town Assessors to discuss their assessments PRIOR to presenting their grievance to the Board of Assessment Review. To make arrangements to meet with an assessor at the Town Hall, please call the Assessors at the phone number listed on Page 1 or call the Town Clerk at (315) 287-0045.
If residents wish to grieve their assessments, they may do so at the date and time previously outlined. The Board will review grievances and then make a decision to either lower the property owner’s assessment or leave the assessment the same. Residents who have filed a grievance are notified of the outcome by U.S. Mail.
Basic STAR is for owners and owner’s spouses who reside at the property and their total income does not exceed $500,000. You should register for Basic STAR credit if you bought your home after the 2015 STAR deadline or never applied for the STAR benefit on your primary residence.
New Basic STAR applicants can apply online at www.tax.ny.gov/star or by calling (518) 457-2036. Qualified applicants will receive a credit in the form of a check directly from New York State instead of receiving a school property tax exemption.
Enhanced STAR is for owners who reside at the property and one of the owners is at least 65 years old. To apply for the Enhanced STAR or if you have any questions please call the Assessor’s Office at (315) 287-9792.
If you have purchased or built a new home in the Town of Fowler in the past few years and do not have a Star Exemption on the home, you may be eligible for the Star Exemption.
To determine if you are eligible, procure a Star Application Form from one of your Assessors or the Town Clerk’s Office. Residents who have the BASIC STAR have got to contact the State to re-register for the star even if they have filled out a Star form with the Assessors Department this year.
